Emperor (q.v.) from 582-602 whose reign was both a transition and retrenchment from the era of Justinian I (q.v.). Justinian I's conquests in the West, reduced by 582, were reorganized into the exarchates of Ravenna and Carthage (qq.v.). His military efforts against the Chosroes II (q.v.) were halted by the rebellion that erupted when Maurice replaced Philippikos with Priskos (qq.v.) in 588. This produced a mutiny not quelled until 590. The situation was saved in 590 when a civil war erupted in Persia (q.v.), and Chosroes II was forced to flee to Byzantine territory. Maurice intervened to help Chosroes II regain his throne in 591. Peace with Persia in that year allowed Maurice to concentrate on the Avar (q.v.) threat to the Balkan Peninsula (q.v.) for the remainder of his reign. Despite the defeat of his general Komentiolos by the Avars in 598, Maurice was making progress against them when he was violently overthrown in 602.
